Overlooking the Balboa Park Municipal Golf Course and the downtown skyline, Tobey’s Cafe has better views than any other breakfast spot in town. The joint’s been in operation since Grandpa Chet Tobey opened it in 1934, and the biscuits and gravy are still a hit.
